平谷區(qū)“十八彎”規(guī)劃設(shè)計(jì)方案國(guó)際招標(biāo)

一、前言：
根據(jù)北京市總體規(guī)劃修編確定的“兩軸、兩帶、多中心”空間戰(zhàn)略新格局，平谷區(qū)地處北京的東北部遠(yuǎn)郊的生態(tài)涵養(yǎng)山區(qū)，處于北京市三大生態(tài)圈的外圍，是城市生態(tài)環(huán)境的保護(hù)圈。北京市對(duì)平谷區(qū)的五大功能定位為——“生態(tài)涵養(yǎng)”、“優(yōu)質(zhì)農(nóng)業(yè)”、“現(xiàn)代工業(yè)”、“現(xiàn)代物流中心”、“休閑旅游”。在落實(shí)平谷區(qū)發(fā)展功能定位這一背景下，平谷區(qū)將在未來(lái)重點(diǎn)選擇發(fā)展與保護(hù)生態(tài)相關(guān)的低能耗的、低土地占有的、低環(huán)境依賴(lài)的、低排污、低耗水的產(chǎn)業(yè)，同時(shí)積極推進(jìn)山區(qū)溝域的生態(tài)環(huán)境整治、產(chǎn)業(yè)節(jié)點(diǎn)打造、民俗村改造、基礎(chǔ)設(shè)施配套建設(shè)。
為此，平谷區(qū)區(qū)政府選擇“十八彎”這一典型的溝域進(jìn)行規(guī)劃設(shè)計(jì)，為平谷區(qū)山區(qū)全面協(xié)調(diào)可持續(xù)發(fā)展奠定規(guī)劃基礎(chǔ)。

四、資審文件將于2010年3月12日開(kāi)始（節(jié)假日除外），每天 9:00 至 16:30 (北京時(shí)間)在北京國(guó)際招標(biāo)有限公司領(lǐng)取。文件費(fèi)人民幣200元。
五、資格預(yù)審申請(qǐng)文件的遞交截止時(shí)間：
資格預(yù)審申請(qǐng)文件遞交截止時(shí)間2010年3月23日16:30，申請(qǐng)人在此時(shí)間前，送達(dá)至北京國(guó)際招標(biāo)有限公司。逾期送達(dá)的文件恕不受理。
六、參加申請(qǐng)注意事項(xiàng)
1、投標(biāo)申請(qǐng)人應(yīng)按資格預(yù)審文件要求如實(shí)填寫(xiě)申請(qǐng)文件。申請(qǐng)文件正本一份，副本一份。
2、招標(biāo)人將從有效申請(qǐng)文件中，通過(guò)評(píng)審選擇四家設(shè)計(jì)單位參加投標(biāo)。招標(biāo)人向資審合格的申請(qǐng)人發(fā)出正式邀請(qǐng)。招標(biāo)文件預(yù)計(jì)于3月底發(fā)出。
3、被邀請(qǐng)參加投標(biāo)的設(shè)計(jì)單位在收到邀請(qǐng)函后，應(yīng)遞交參加投標(biāo)確認(rèn)函和投標(biāo)保證金。
4、招標(biāo)人在收到投標(biāo)人的確認(rèn)函和投標(biāo)保證金后，發(fā)出招標(biāo)文件。
5、設(shè)計(jì)時(shí)間：不低于50個(gè)日歷日。
6、中標(biāo)人獲得優(yōu)秀獎(jiǎng)獎(jiǎng)金80萬(wàn)元人民幣，并負(fù)責(zé)完成方案綜合工作。未中標(biāo)設(shè)計(jì)單位每家支付補(bǔ)償金35萬(wàn)元人民幣。
7、中標(biāo)人負(fù)責(zé)完成方案深化設(shè)計(jì)工作，招標(biāo)人另行支付20萬(wàn)元。

Qualification Pre-Evaluation Bulletin For
International Tendering of SHIBAWAN Region Planning and Designing in Pinggu District
A. Instructions:
The new arrangement of space strategy with “Two axis, two belts and many centers” is determined according to the Beijing city overall planning policy. Pinggu district, being the outer ring of three large ecological circles and protection circle of city ecological environment, is located in the mountain area in the northern-eastern suburban of Beijing. The five big function polarization for Pinggu set by Beijing government is: Ecological Conservation, High Quality Agriculture, Modern Industry, Modern Logistic Center and Leisure Tourism. On the basis of carrying out the function polarization of district development, Pinggu will choose and develop low energy consuming, low land occupied, low environmental dependence, less pollution and low water consuming industry related with ecological and environmental protection in the future. In the meantime, the ecological and environmental governance, the connecting point creation, folk custom village transformation, basic infrastructure establishment should be promoted actively.
As a result of the above idea, the government of Pinggu district chooses the SHIBAWAN region (which means 18 turnings of mountain road in Chinese) as the area for planning and designing, and this will establish a planning basis of overall conformity and sustainable development of Pinggu mountain area.

4. Project land for planning and designing: 286.7 square kilometers (286.7 square kilometers for comprehensive consideration, in which 95 square kilometers should be given focus designing).

D. The qualification pre-evaluation document will be sold from March 12, 2010 (except holidays), from 9am to 4:30pm every day (Beijing time) in Beijing International Tendering Co., Ltd. The price for document is RMB200.
E. Submission Deadline for Applying Document of Qualification Pre-evaluation:
The submission deadline for Applying Document of Qualification Pre-evaluation: 4:30pm on March 23rd, 2010. Applicants should submit their document before this deadline to the Beijing International Tendering Co., Ltd. The document submitted after this deadline will be rejected.
F. Notes for participating this application:
1. Applicants should compile their applying document according to their true condition. The document should include One original and One copy.
2. The Tenderee will choose four applicants from all applicants to attend the following bidding. The applicants who pass the qualification pre-evaluation will receive the formal invitation for bid. The Bidding Document is planned to be issued at the end of March.
3. Applicants who have received the invitation for bid should submit their confirmation for participating bidding and bid security.
4. The Tenderee will issue the Bidding Document after receiving the confirmation letter and bid security.
5. Design Period: No less than 50 calendar days.
6. The successful bidder will be awarded RMB800000 as a prize and it should finish the comprehensive planning and designing work. Each bidder who is not successful will be given RMB350000 as compensation
7. The successful bidder should be in charge of the deep program designing and planning work and the Tenderee will pay RMB200000.
