通向城鄉(xiāng)韌性的藍(lán)綠空間整體規(guī)劃研究：概念框架與實(shí)現(xiàn)路徑

摘要：面對(duì)氣候變化影響和城市化生態(tài)環(huán)境問題，城鄉(xiāng)韌性是區(qū)域國土空間發(fā)展的新價(jià)值目標(biāo)。藍(lán)綠空間是一個(gè)內(nèi)在緊密聯(lián)系的自然、人工綠色空間和水體的網(wǎng)絡(luò)系統(tǒng)，能以一種緩和接納與適應(yīng)互動(dòng)的方式來消解系統(tǒng)內(nèi)部和外部的壓力，減小氣候變化影響和人工建設(shè)擾動(dòng)，提供多樣化的復(fù)合功能。本文通過認(rèn)知城鄉(xiāng)區(qū)域藍(lán)綠空間概念內(nèi)涵、生態(tài)系統(tǒng)服務(wù)特征及其與城鄉(xiāng)韌性目標(biāo)價(jià)值的契合關(guān)系，構(gòu)建“韌性目標(biāo)—供需分析—整體組織—差異管控”的城鄉(xiāng)藍(lán)綠空間整體規(guī)劃概念框架。通過銜接國土空間規(guī)劃編制體系，提出整合與協(xié)調(diào)的多尺度城鄉(xiāng)藍(lán)綠空間規(guī)劃實(shí)現(xiàn)路徑：藍(lán)綠廊道網(wǎng)絡(luò)構(gòu)建、藍(lán)綠開放空間規(guī)劃和藍(lán)綠基礎(chǔ)設(shè)施布置，旨在提升水文生態(tài)績效與復(fù)合功能服務(wù)從而實(shí)現(xiàn)城鄉(xiāng)韌性。

Research on the Integrated Planning of Blue-green Space towards Urban and Rural Resilience: Conceptual Framework and Practicable Approach

Abstract: Facing the impact of climate change and the ecological environment problems of urbanization, urban and rural resilience is a new value goal of territory space development. Blue-green space is an interconnected network system of natural, artificial green space and water body, which can dissolve the internal and external pressure of the system in a way of mitigatory acceptance and adaptive interaction, reduce the impact of climate change and artificial construction disturbance, and provide diversified composite functions. By recognizing the connotation of the concept of blue-green space, the characteristics of ecosystem services and their relationship with the target value of urban and rural resilience, this paper constructed a conceptual framework of the integrated planning of blue-green space in urban and rural areas with "resilient objective -- supply-demand analysis -- integrated organization -- differential control". By connecting the territory planning system, the paper proposes an integrated and coordinated multi-scale practicable approach of urban and rural blue-green space planning: the construction of blue-green corridor network, the planning of blue-green open space and the layout of blue-green infrastructure, aiming at improving the hydrological and ecological performance and composite functional services so as to realize urban and rural resilience.
